Civil Servants (E&D) Rules-2020
Another important step taken by the PTI government is that new laws have been passed to improve the performance of the bureaucracy. These laws are important and can be proved helpful to improve the performance of the bureaucracy, largely because there was a need for laws that were ignored by previous governments. However, Prime Minister Imran Khan did not follow the old Civil Servants Rules. He Passed new rules to improve the performance of the bureaucracy and state institutions, passing this bill is also part of the agenda of PTI to reform government institutions. Imran Khan had also promised to bring about institutional reforms during the election campaign and the passing of the Civil Servants Rules is an important step in that direction. As a result of these laws, a transparent system of accountability of bureaucrats will be created at the internal level in the institutions, and above all, under these laws, an inquiry against any bureaucrat will be completed within 90 days. For the first time in history, plebiscite and voluntary return of stolen money have been included in the misconduct. Action will be taken against civil servants who did Plea bargaining. There is no denying that all these laws are new to the bureaucracy and were needed because thus bureaucracy’s performs will improve a lot, it will have a significant impact on the performance of the institutions too. At the same time, the fact that everyone in Pakistan is in favor of institutional reforms and voices are being raised in this regard can be considered as a positive and important development. The most important of these laws is the law of enquiry against any corrupt officer. According to these laws, no officer will be able to escape punishment on the basis of his connections or influence, nor will the case end with a very short sentence. And most of all, the verdict in this case will be announced in thirty days and the officer against whom the allegations are made will have to file a reply within fourteen days. The timeline is very important in the Civil Servants Rules. So that both the inquiry and the decision can be made on time. Before that there was no time frame, no one knew when the inquiry would be completed and when the decision would come. However, the current government has made a significant start by approving these rules and it is to be hoped that this process of reform will continue in the future for the improvement of the performance of the institutions.
